The required findings <br />(Rule 2.06.8(5)(a)) are that the proposed coal mining operations would <br />not interrupt, discontinue, or preclude farming on the Alluvial Valley <br />Floor, unless..., and that the proposed surface coal mining operations <br />would not materially damage the quantity and quality of water in surface <br />and groundwater systems that supply those Alluvial Valley Floors or <br />portions of Alluvial Valley Floors... <br />The applicant should be made aware that if these findings cannot be <br />made by the Division, mininy in or adjacent to an Alluvial Valley <br />Floor (this includes mininy beneath) would be denied. <br />/ep <br />cc: Roy Cox <br />Fred Banta <br />
