<br />Attachment <br />Powderhorn Coal Company - Additional information that should be requested from <br />the applicant. <br />1) A mare complete description of the Rapid Creek - Cottonwood Creek flow <br />system (Reservoirs, streams, ditches, water users, etc.) should be provided. <br />We are particularly croncerned with water released from the reservoirs which <br />crosses the area to be undermined to reach downstream users. The applicant <br />should describe the frequency and amount of water released, and identify the <br />location of downstream users and the amount they use. <br />2) The source of water for the spring located in the NW 1/4 of Section 2, <br />T11S, R98W which is used for domestic water should be identified. <br />3) The applicant's discussion of probable hydrologic consequences should be <br />expanded to more specifically consider the possible effects of the proposed <br />operations. This assessment will be used to complete the AVF and CNIS findings. <br />The following items should be included: <br />a) A technical assessment of the probable hydrologic consequences <br />of undermining Cottonwood Creek and Rapid Creek with specific <br />attention to possible depletion of surface flow, <br />b) Consideration of the effects of mining upon the domestic <br />spring, and <br />c) A technical assessment of possible effects of mine water <br />discharge and leachate from coal refuse piles upon the water <br />quality of monthly average flows in the Colorado River. <br />4) The applicant should expand the proposed surface water monitoring plan. <br />The monitoring station located below the confluence of Rapid Creek and Cotton- <br />wood Creek should be shown on a map. Additional monitoring stations should be <br />added so that there are monitoring stations above and below the area to be <br />undermined. All stations should be equipped with continuous recorders. <br />S) The applicant should either identify alternative sources of water should <br />material damage occur, or provide plans for other types of mitigation for the <br />flow in Rapid and Cottonwood Creeks and the domestic spring. <br />• • <br />
