Seneca II-W Prelim. Adequacy - 2 - <br />w <br />March 5, 1985 <br />Hydrology - Rule 2.04.7 <br />1. Table 7-1 lists wells GW-42-S2W-10, GW-42-S2W-11, GW-42-S2W-12, and <br />GW-42-S2W-13. No information on these wells is contained elsewhere in <br />the permit application. There are no logs, water levels, or water <br />quality analyses for these wells contained in the appendices to Volume <br />III. If these wells are part of the baseline monitoring program, <br />information on these wells should be included in the permit volume. <br />2. There appear to be two wells numbered GW-42-S2W-10 in Table 7-1; one <br />was installed in the overburden and one in the lJadge coal seam. While <br />it is clear in the permit application which well GW-42-S2W-10 the <br />applicant is referring to (since no information was found in the <br />application for GW-42-S2W-10 installed in the Wadge coal), it may be <br />helpful in the future submittals if one number was changed. <br />3. No well completion data was found for well GS-42-52W-9A1. <br />4. No water levels were presented in the permit application for <br />GW-42-S2W-SAl and GW-42-S2W-9A1. <br />5. Well GW-42-52W-9A1 is not located on Exhibit 7-l, Hydrologic Monitoring <br />Stations. <br />6. Many of the monitoring sites are not located within the permit boundary <br />and several fall outiside the 1/2 mile adjacent ownership boundary as <br />depicted on Exhibit 3-l, Surface Ownership and Lessees. Peabody must <br />demonstrate that they have and will continue to hold right-of-entry to <br />monitor these sites. <br />Climatological Information -Rule 2.04.8 <br />1. Why has no usable site-specific precipitation information been <br />collected from the on-site meteorological station? <br />Soils Resource Information - Rule 2.04.9 <br />1. Table 9-6, Volume V of the application indicates that no topsoil will <br />be salvaged from the Roxal Variant soil type (mapping unit 103) even <br />though this soil type is rated as fair and appears to have a <br />salvageable depth of at least 20 inches (Al and AC horizons). The <br />Division understands that portion of this soil type are situated on 25% <br />to 50% slopes, however it appears that large portions of this material <br />can be safely salvaged with the types of earthmoving equipment listed <br />in the operations and reclamation plan portions of the permit <br />application. <br /> <br />
