CYCC has requested an exemption from the soil testing plan based upon yen pre-mine soils information. However, the soils section states that topsoil Y" was removed before soil inventories were required; there is very little site-specific information. Therefore, the basis for the exemption is ~ ~ z 6~ questionable. CYCC did provide data on the stockpiled topsoils. One sample ~/` !~/'~,/ from each stockpile was taken. Samples of the topsoil stockpiles Indicate the ~'U n~~ ~ soil 1s a suitable plant growth medium. Before reseeding, however, at least u , one sample of respread topsoil from each stockpile must be sampled for 1/~h p/n~ fertility, nitrogen, potassium, and phosphorus. ~~ /~ Vegetation - Rules 2.04.10. 2.05.4(2)(e), and 4.15 1. CYCC has identified native pastureland as the dominant vegetation type within the permit area. This type is characterized by sagebrush, snowberry, and native wheatgrasses. The proposed seed mix for this type is dominated by introduced species. Depending on the response to the land use classification regarding management practices, this seed mix may not be adequate. A seed mix of predominantly native species may be more appropriate.
