Finally, the <br />applicatton should also inclu a discussion of the comparisons ~ <br />to be made between the reclaimed area and the success standard <br />from a similar area in order to demonstrate that the success <br />criteria in 4.15.8 have been met. <br />The Division has chosen a set of revegetation success standards <br />for the shrub community at the Blue Ribbon Mine, based upon <br />local environmental conditions and available data for similar <br />sites in accordance with the provisions of Rule 4.15.7(2)(d)(vi). <br />A success standard for the reparian community has not been set <br />by the Division at this point in time, however the Division <br />anticipates that appropriate data from a similar site may be <br />available in the near future. If appropriate data is not <br />available, the applicant may be required to establish a <br />riparian community reference area is accordance with the <br />requirements of 4.15.7(3). The success standard for the shrub <br />community is as follows: <br />Vegetation Parameters <br />Criteria <br />Success Standard <br />Cover <br />Productivity <br />Diversity* <br />Woody Plant Density <br />Total herbaceous <br />percent cover <br />Total herbaceous <br />productivity(Lb/acre) <br />Total number ~f <br />species/meter <br />Total number <br />of stemslacre <br />44.3 percent <br />1784 Lbs/acre <br />5.16 species/mecerZ <br />1000 stems/acre <br />* The Division has at present not developed a specific success <br />criteria for measuring species diversity on reclaimed areas, <br />therefore the standard listed above may need to be modified <br />upon completion of the Division`s revegetation guidelines. <br />2.05.5(2)(a) This section of the application should be revised <br />to include a discussion of the utility and capacity of the <br />reclaimed land to support a variety of uses and the relationship <br />of the proposed use to existing land use policies and plans. <br />This description must be accompanied by a copy of the comments <br />concerning the proposed use by the legal or equitable owner <br />of record of the surface of the proposed permit area. <br />2.05.6(2) The applicant should contact the appropriate federal <br />agency (OSM, BLM, USFS) having jurisdiction over the fish and <br />wildlife mitigation aspects of the operation in order to <br />determine if any wildlife enhancement techniques such as <br />oak brush burning or shrub stand clearing will be required in <br />order to obtain final permit approval from those agencies. <br />
