<br />-4- <br />• <br />The applicant states that the number of blast holes per delay will be limited <br />by the modified scaled distance equation so that the peak particle velocity <br />will not exceed the limit of 1 inches per second. All warnings and access <br />regulations will be implemented by the applicant. All blasting will be <br />conducted as announced 1n the blasting schedule. A record of blasting design <br />and each shot will be kept at the mine office. <br />The Division finds that the blasting plans within the Energy Mine No. 3 permit <br />application conform with the requirements of Rule 2.05.3(b) and 4.08. <br />Sealing of Drilled Holes and Underground Openings - Rules 2.05.4(2)(9) and 4.07 <br />The applicant presents plans for sealing all drill holes and the underground <br />openings 1n the Middle Creek Mine Portal Pit area. The portal area will be <br />backfilled. Abandonment procedures are described on p. 2.05-99 of the permit <br />application.
