After
contacting Rocky Mountain Geotechnical and on the basis of our meeting
last Friday, November 21, 1980, I offer the following responses to
Mr. Pendleton's concerns.
Items #1 through #4: No response necessary.
Item #5: Enclosed is an analysis performed by Rocky Mountain Geotechnical,
using much lower values for the bedrock cohesion factors, which
should address this area of concern.
Item #6: As a result of last week's meeting, I propose the following
slope monitoring program: Permanent monuments will be established
on the 10' wide benches. These monuments will be surveyed every
14 days to observe any movement of the pile's slopes and
evaluate the effect of those movements on the pile's stability.
Item #7: Attached is a proctor curve performed in 1978 on the refuse
material which shows that 80 pcf is very close to being 90q of
the maximum dry density for this material.
Item #8: The mounded configuration is necessary because of the acreage
limitation on GEX's existing permit.
At our meeting last week, you indicated an on-site inspection of the refuse
disposal area would be necessary before the final approval to use the site
GEX Colorado Inc.
