LAND REC1p,MATION <br />COLO, DEPT, OF CIATURAL RESOURCES <br />The Terror Creek Company has completed filing of a formal permit <br />application with the Mined Land Reclamation Division for continued <br />construction of and operation of a coal handling and loadout facility <br />near Bowie, Colorado. It is our understanding based on correspondence <br />from Dan Mathews that construction activities can continue following <br />the filing of this application. Primarily, these activities will <br />consist of placement of footings and foundations and installation of <br />equipment prior to actual starting of operations. No significant <br />additional site work is planned since all excavation and fill work has <br />essentially been completed. The items outlined in Dan Mathews' letter <br />have been completed with the exception of seeding and mulching of all <br />cut and fill slopes. Recent snowfall at the site has made completion <br />of this final interim stabilization effort impossible.
