The registered engineer or other qualified profes- <br />sional specialist shall provide to the regulatory authority a certified report within <br />two weeks after each inspection that the fill has been constructed as specified in <br />the design approved by the regulatory authority. A copy of the report shall be <br />retained at the mine site (30 CFR 817.71 (j))." <br />Northern also adds the following pazagraph to Section 13.4.1.2: <br />"The embankment will be certified by a registered professional engineer immedi= ;" ' <br />ately after construction and annually thereafter.
