RM. 270 ~~ ~n ,
1823 STOUT' STREET v! ~`-" ,'v~l
DENVER, COLORADO &1202
September 21, 1979
'~' d.
Mr. Roy Lipson
P.o. Box 1382 SEP 2 7 19?9
Steamboat Springs, Colorado 80477
Dear Mr. Lipson: MINED LAND REC'_uor;A.r!pp~
Coio. Dept. of Naturu~ ;;,;,,u,ces
Thank you for the additional information on the road profiles for Rockcastle Coal
Company's Grassy Creek Mine. For my own information, please indicate whether you
are a registered engineer in the State of Colorado.
Also, please note the enclosed copy of the Area B road profile. I have noticed
the addition of the 13.9 per cent grade at the upper portion of the road. Could
you tell me the length of road which runs at this grade? I do recall your telling
me that given percentages represent maximum grades for any 100 foot length of road.
Does this 13.9 per cent apply to no more than a 100 Foot stretch?
I have taken the liberty of computing some grades and distances from the data you
have supplied. The results of my figures indicate an overall sustained grade of
10.6 per cent for the 2600 foot length of road, (A-C). The results also indicate
an overall sustained grade of 11.0 per cent for the 1700 foot length of road,
(A-B). In my computations, I used the scale represented by your data of 1 square
equals 20 feet on the horizontal axis, and one square equals 2.5 feet on the verti-
cal axis.
Please review the resulting percentages, shown in red. Also enclosed is a copy of
the road design criteria in Section 715.17 of the OSM 30 CFR Publication. Thi is
the currently applicable interim regulation. Highlighted are (A) and (C) of (,~)(2)
(li). I am having trouble coinciding your percentages with mine. The percentages
and distances I have come up with will not satisfy the above referenced (A) and (C).
Proof of compliance with 30 CFR 715.17 (,~)(2)(ii)(A) and (C) needs to be supplied
in a form of data which reflects the required road grades within the given distances.
Thank you for your attention to this matter.
Sincerely,
Eileen Doherty
Reclamation Specialist
Enclosures
cc: Don Mallory, President Rockcastle Coal Company
Dean Massey/State of Colorado
