Lamm
Governor
DATE: 28 November 1984
T0: Jim Herron
FROM: Jim Pendleton
RE: Coal Ridge 1 cond Adequacy Response - Geotechnical Adequacy
Pursuant to your request, I reviewed the supplemental submittal made by Storm
King Mining, Inc. in response to our second set of adequacy comments regarding
their Coal Ridge No. 1 Mine Application. Only in the case of "Use of
Explosives" has the applicant adequately amended the permit document to allow
approval with commitments. In many cases the response letter indicates
acceptable commitments or responses, however, the appropriate corresponding
amendments have not been made to the permit document. My specific technical
comments are attached.
I believe that a serious problem exists with the newly proposed phased permit
request, in that I don't believe we can approve Phase A's including the
extraction of coal without an appropriate approved waste disposal structure.
(JAP
Attachment
cc: Brian Munson
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
