<br />Endangered or Threatened Species <br />There are no known endangered or threatened plant species <br />on the site. <br />III. ALTERNATIVES <br />Two alternatives are viable under the present short-term leasing <br />program as it relates to the three immediate coal lease applica- <br />tions. There are (1) a "no action" alternative in which the <br />lease applications would not be leased and (2) a different entity <br />than the immediate applicant could be awarded the leases. In <br />the case of no action, the impacts would be delayed until the <br />applications would be leased. An analysis of the anticipated <br />impacts for a different entity is presented below. <br />Leasing to a Different Entity <br />In the event that a different entity is awarded the leases, the <br />impacts of actual mining of the leases would be of similar magni- <br />tude as those created by Energy Fuels. It is highly unlikely, <br />however, that the existing operator would permit his competition <br />to use the existing facilities to mine the coal. There would be <br />therefore, impacts created from the construction and operation of <br />new support, maintenance, and transportation facilities.
