18. NP recently took soil samples from 7 holes on the proposed disturbed azea. Analysis was <br />conducted at the CSU soil lab by horizon. The baseline sampling as presented in Section <br />2.04.9 of the permit application and in Exhibits F and I is acceptable. <br />19. The last sentence in the first pazagraph on page 2.04-22 is not clear. I believe it says that <br />at least the top six inches of topsoil will be salvaged prior to disturbance. Please clarify <br />this sentence. <br />20. The soils map, Map 2, is 1"=600'. It is difficult to see what the soil types aze on this <br />map. Please provide a larger scale map, minimum 1" = 500 feet as required by Rule 2.10, <br />that clearly delineates the soil types and sampling locations. <br />21. Please provide the proposed seed mix for use on the topsoil stockpile. (Rule 4.09) <br />22. NP has committed to salvage six inches of topsoil. Based on the soil sampling, it appears <br />that the soil deeper than 6 inches is a suitable growth medium. Reclamation experience <br />shows that replacing 12 inches of topsoil on the surface after grading will improve plant <br />growth. The Division recommends that at least 12 inches of topsoil be salvaged. Please <br />note that the objective of reclamation is to mimic the surroundings and blend the <br />reclaimed site with undisturbed azea. Therefore, rocks and gravelly material from the <br />surface should not be discarded, but should be salvaged with the soil cover. (Rule 4.09) <br />23. NP has committed to survey and determine the volume of the stockpiled resource on page <br />2.05.4-6. Please add to this commitment that the volume of topsoil will be reported to the <br />Division and included in the permit application. (Rule 4.09) <br />24. Rule 2.04.10 (1) requires a vegetation map, prepazed in accordance with Rule 2.10, which <br />delineates the plant communities with the azea to be affected by surface activities for <br />underground mines. NP provided Map 3 which shows a proposed disturbance azea and a <br />proposed reference azea. The proposed disturbance azea is different from what is <br />discussed and delineated elsewhere in the permit. The map must show the correct <br />disturbed area. Additionally, the map does not contain identifying geographic location <br />information such as township, range, or section. These features must be on the map. <br />25. A description of the plant communities for the proposed disturbed azea was provided in <br />Exhibit J. The report in Exhibit J was completed during the summer of 1991. Baseline <br />data for cover, production, woody plant density and species composition was collected <br />from the proposed disturbed azea shown on Map 3. As stated above, the disturbed azea <br />has changed. Baseline data for the current proposed disturbed azea must be provided. <br />This includes vegetative cover, production, species composition and woody plant density. <br />NP will also need to collect data from the proposed reference area at the same time data <br />is collected from the correct disturbed azea to ensure the two azeas will be compazable as <br />required by Rule 4.15.7(3). <br />
