Page 2 <br />Dan Mathews <br />April 29, 1981 <br />Assuming that Roy Cox were to agree with the applicant's assertion that <br />no material damage will occur as a result of subsidence, the applicant <br />need only provide a subsidence monitoring program to verify their <br />projections, in accordance with Rule 2.05.6(6)(b). The application <br />further observes the monitoring system of monuments was installed and <br />surveyed in 1978, with a preliminary plan to monitor the monuments <br />quarterly. However, due to climatic conditions the applicant requests <br />approval of a semi-annual monitoring frequency. I believe this is <br />appropriate and recommend approval of the requested variance. However, <br />the applicant should supply results of semi-annual monitoring performed <br />during the 1979 and 1980 seasons, in order to verify its projection of <br />no surface subsidence due to limited extraction of coal. <br />/k <br />CC: F.
