I further indicated that it was our intent <br />to move expeditiously upon reviewing their analysis of the lineaments <br />nature and implications. I mentioned that Northern Coal should carefully <br />consider the potential to utilize such a unique opportunity to collect <br />data which may serve as valuable supplemental input for their permanent <br />program permit application. <br />For your edification and my preliminary opinion, I believe the applicant ~ <br />should be required to perform the following observations during the <br />advance of the sub-mains in question. ~ ' <br />I) A11 existing groundwater monitoring wells should be surveyed on a <br />daily basis. <br />2) An additional surface water gauging station should be installed at <br />the upstream boundary of the Rienau No. 2 permit area. In combination <br />with the existing gauging station near the downstream boundary of the <br />permit area, this should allow continuous monitoring of stream/alluvium/ <br />bedrock aquifer relationships, before, during and following advance <br />of the sub-main system. <br />3) The infiltration into the s'ub-main workings should be continuously <br />monitored from commencement beyond completion. <br />9) The conditions of the rock exposed within the workings should be <br />recorded, including fracture spacing and orientation as well as any <br />other pertinent structural geological properties. <br />I believe that this stipulated method of sub-main advancement could allow <br />the accumulation of supplemental data. If any problems are encountered, <br />Northern Coal will be required to develop appropriate remedial programs <br />before additional extraction would be allowed.
