We believe that the <br />20% estimate of swell is an adequately accurate representation of swell. <br />Table 2.05.3-2 includes a commitment to revise the table once per permit term. <br />According to our files, the April 23, 1997 version of page 2.05-35 has only one paragraph, and <br />it is the top paragraph of the July 1, 1997 submittal of page 2.05-35. It is not clear what <br />discrepancy needs to be modified. Page 2.05-35 was modified to describe the placement of <br />topsoil throughout the surface mine. <br />LCC would like to use the Division's estimate for reclamation and tie bonding values to different <br />phases of the mine plan.
