(d) 8lastin si~~ns. Blasting will be used to dislodge the
over ub rden. When blasting is necessary, signs reading
• "Blasting Area" will be posted at conspicuous places along
the access and haul roads within the property. These signs
will indicate blasting warnings and all-clear signals to the
permit area. Blasting records such as those on the next page
will be maintained in the office for inspection.
(e) Topsoil markers. Topsoil stockpiles will be marked with top-
soil markers that read "Topsoil". These markers will remain
on the topsoil stockpile until all the material has been
removed.
2.05.3 (I) Production Methods and Equipment
Pits 4 and 5 will be mined by a sequence of box cuts starting at
the lowest elevations and working up. Topsoil will be stripped
separately for each cut made to preserve existing ground cover as long
as possible.. Topsoil will be stripped and stockpiled or placed over
backfilled and regraded previous cuts.
Earth overburden (unconsolidated material) will be excavated and
transported with rubber-tired scrapers. Excavated material will be
stockpiled (separately from topsoil) to await use in reclamation. A
motor patrol and water wagon will be used to maintain haulage routes
as required.
• Rock overburden will be drilled and shot using rotary or percussion
drilling equipment. Dependent upon the nature of the rock. and the
breakage achieved, one of two methods will be used to excavate and
transport the rock.
1. Rock will be excavated, hauled and placed with hauling units.
2. Rock will be excavated with loaders and loaded into trucks or
other hauling units for haulage and placing..
Dozers and loaders may transport the material short distances.
After the initial box cut has been opened and the coal removed,
the overburden from subsequent cuts will be placed in previous cuts to
begin the reclamation effort.
The top exposed surface of the coal will be scraped clean using a
motor patrol. loader or other suitable equipment. Depending upon the
in situ density of the coal, one of two methods of removal will be
used in the strip areas (Pits 4 and 5):
1. Proposed Method: Coal will be excavated and loaded directly
into highway trucks with a backhoe or loader:
•
4.8=83 III-3
