From: Wllllam P. Delex To: Dave Harty ~ Date: plSIBS TMe: 1216:01 Pape 2 of 9
Ba1az & Associates, Inc.
203 Sunset Circle Palisade. Colorado 81526 (970) 464-7942
September 5, 1995
Ms. Christine Johnston
Mr. Dave Berry
Division of Mines and Geology
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Re: Cost Proposal-OC #2 Mine
Dear Christine and Dave:
Please fmd attached Ute cost proposal and project schedule to develop the reclamation plan for the
OC #2 Mine. Man-hours have been redishibuted from follow up into the CARD portions of Tasks
1 3 and 4. Man-hours have been added in the field survey portion and to assemble the Technical
Revision package. The field survey is assumed to be done in one long day by two men raffier than
having a professional engineer and a two man survey crew. By working one long day, the cost of
motels are eliminated. It has been assumed that the sedimentation pond will have to be surveyed to
update the existing site topographic map. Sufficient points will be obtained to generate a new site
topographic map based on relative elevations. Soil samples will be collected in the disturbed area
to provide data on the slope stability analysis for fire regrading plan and post mining topography
development. If no surveying is needed itr the field, ttten the man-(tours required in the field
should be lower. The redistribution of man-hours from the follow up phase appears reasonable as
Balaz & Associates and Ki,H intend oft reviewing aspects of the project with the operator and
Division as questions arise. By workutg together, dte time for follow up should be lower.
The cost proposal does not include allowances for insurance yet as we are finalizing the costs. We
anticipate havutg the certificates and costs by Wednesday, September 6, 1995. Prices yuoted in
fire attached schedule are valid for 30 days. If purchase order and authorization [o proceed aze not
received witlun 30 days, the cost proposal is subject to change witllout notice. C1lutges to t11e
scope of work will require revrcw of tl1c project budget to see if a cost adjusotteltt is required.
The project schedule has the Tecluucal Revision being crnnpleted by September 30, 1995
assuming that the project starts on September 11, 1995. if the project start date is delayed more
