There is no reason taxpayers should bear the costs
for private corporate failures.
Our second major area of concern is with the haul routes, timing and methods to
transport the coal from the mine to the railroad loadout. With the new highway
construction, traffic and speeds have increased dramatically. This proposal will likely
cause significant impacts to public safety, degrade area land values, increase noise
and air pollution and pose a hazard to wildlife. While the Division does not have direct
jurisdiction over these issues, we do recommend that you require monitoring for air
quality, and require that the project proponents obtain Health Department permit
should problems occur.
Finally, we would like to point out that this proposal has proceeded with very little
public debate or discussion. While slow and sometimes painful, such processes can
resolve problems and minimize conflicts before they occur. We believe it would be in
the best interests of the state co require information sessions, such as an open house,
workshop or public hearings, and to gather more public comment before proceeding.
Sin ly, ~_/
Steve Hinchman
Director
