There is no reason taxpayers should bear the costs <br />for private corporate failures. <br />Our second major area of concern is with the haul routes, timing and methods to <br />transport the coal from the mine to the railroad loadout. With the new highway <br />construction, traffic and speeds have increased dramatically. This proposal will likely <br />cause significant impacts to public safety, degrade area land values, increase noise <br />and air pollution and pose a hazard to wildlife. While the Division does not have direct <br />jurisdiction over these issues, we do recommend that you require monitoring for air <br />quality, and require that the project proponents obtain Health Department permit <br />should problems occur. <br />Finally, we would like to point out that this proposal has proceeded with very little <br />public debate or discussion. While slow and sometimes painful, such processes can <br />resolve problems and minimize conflicts before they occur.
