<br />Response <br /> <br />• The nrirring and reclamation plan has been designed. to the extent possible <br />given topographic restrictions, to place facilities away from drainages. <br />Human wash water will not be routed to streams. Petroleum and other <br />products including wastes will be properly stored and disposed of in <br />accordance with state and federal law t.o n,;n;nrize the potential for a <br />release. Adequate primacy and secondary containment will be placed <br />around tanks and other product storage sites to avoid contanrination of <br />drainages pursuant to the Spill Prevention Control and Counter Measures <br />Plan. <br />8. The FWS letter (paragraph 9) contains discussion of revegetation which <br />includes recommendations to monitor shrub and tree reestablishment and <br />augment shrub and tree density with plantings if necessary; utilize native <br />vegetation in percentages equaling predisturbance communities; <br />revegetate disturbed Conservation Reserve Program lands with diverse <br />seed mixes; and place rock piles, wood piles, snags, and other features in <br />reclaimed areas to improve wildlife habitat. <br />Response <br />• Tab 23, Fish and Wildlife Plan, has been revised to include provisions for <br />constructing wood piles in the reclaimed areas to improve wildlife habitat. <br />The revegetation plan (Tab 22) contains a plan to monitor the progress and <br />success of revegetation efforts, including shrub and tree plantings. <br />Provisions are included to augment plantings with additional stock to <br />achieve target woody plant densities. The monotypic Conservation Reserve <br />Program Lands disturbed by Honing will be revegetated with a diverse <br />mixture of native grasses (11 species), fortis (8 species), and shrubs (3 <br />species). Utilization of native vegetation types in percentages equaling <br />predisturbance vegetation types is not feasible. While mitigation of <br />impacts to vegetation resources will be facilitated by application of best <br />current technology in the reclamation, limitations must be expected <br />because of the inherently long successional time flames needed for certain <br />native communities to develop and the ecological differences between <br />reclaimed and native sites. <br />9. The FWS letter (paragraph 10) mentions the lack of discussion of reptiles <br />and amphibians in the application, and clarifies the status of the boreal <br />toad. <br />• <br />
