This <br />situation could continue for quite sometime, even though we have recently received <br />federal coal leases for approximately 15,000 acres. <br />We filed .a CMLR permit application in February of this year in order to update <br />our current Permit #79-60. However, at that time we did not have the federal <br />coal leases and could not apply fora Permit to include those leases. Dorchester <br />Coal Company does plan to submit a CP1LR permit application to include these <br />leases. However, this will require a great deal of additional planning, <br />engineering and expanded environmental studies. <br />Dorchester Coal Company therefore requests that its current Permit #79-60 remains <br />in force for the next six (6) to eight (8) months. Dorchester Coal maintains <br />that the current permit should remain in force since periodic samples may need to <br />be taken from the mines for testing purposes and existing stockpiles of coal may <br />be sold and need to be shipped. <br />Dorchester Coal Company is currently gathering additional data from drilling <br />and other projects which will provide necessary information for all aspects <br />of mining and permitting. We plan to apply fora new permit which would include <br />the federal leases and all other changes incidental to the opening of a 4,000,000 <br />ton/year underground coal mine, including clarification of the concerns expressed <br />in your current Adequacy Review Letter. Consequently, sufficient time is needed <br />to prepare a CMLR permit application that is concise and complete for a mining <br />operation of this size. <br />Dorchester Coal Company appreciates the cooperation that CMLR has shown in the <br />past and anticipates a good working relationship in obtaining a new CMLR Mining <br />and Reclamation Permit.
