Dept. of [valural Res"'!rtes <br />This letter serves to approve a mining and reclamation plan for underground <br />mining of the E-seam of Federal Coal Lease C-033301 by Sunflower Energy <br />Corporation (SEC), a general partner of B'ue Ribbon Limited Partnership. This <br />plan has been considered as a minor modlfl.cation to United States Steel <br />Corporation's approved mining and reclamation plan for the Somerset ASine. Ry <br />sublease agreement, the E-seam of this lease was conveyed to SEC, and thus SEC <br />has been designated as the operator. The Plan includes the mining of <br />approximately 85 acres in Section 35, T. 12 S., R. 91 W. <br />This approval is subject to six stipulations (see Attachment). These <br />stipulations must be accepted in writing by SEC prior to the commencement of <br />any operations in relation to Federal Coal Lease C-033301. <br />Concurrence with respect to this approval has been obtained from the U. S. <br />Foxes[ Service, the U. S. Geological Survey, the Bureau of Land Management, and <br />the Colorado Mined Land Reclamation Division. <br />I would like to emphasize [liar this approval provides Eor no additional surface <br />disturbance (except for mitigation of identified cultural resources, <br />implementation of a subsidence monitoring network, and necessary hydrologic <br />monitoring). I should also note that my staff has reviewed the current bonding <br />amount and has identified some discrepancies. My staff will discuss the <br />bonding estimate with rite staff of the Colorado Mined Land Reclamation Division <br />in the course of the review of the mine plan submission under the approved <br />State Program. We will advise you as to the outcome of this bonding review. <br />
