~:_:
c-r;~:
C-O11ilS?
D-044569
UNSUITABILITY ANALYSIS AND R-cPORT
Federal Loal Leases C-1362, C-0117192 and D-044569
Mount Gunnison No. 1 Mine
_ ___ _. ARCO Coat Company
.INTRODUCTION AND PURPOSE
The President, on August 3. 1977, signed into law the Surface Mining
Control and Reclamation Act jSMCRA). Section 522 of S1iCRA fluthorizes the.
Secretary of the Interior to conduct a Federal land reviex in order to
determine those lands unsuitable for surface coal mining. Federal lands
also include private surface.nnderlain by Federal coal.
The Department of the Interior has developed 20 unsuitability criteria in
accordance with SMCRA (43 CFR 3461). These criteria will be applied to
n11 new Federal cool leases prior td the lease sale and to all existing
inactive Federal coal leeses~rior to approval of n mining and recla-
mation plan for development of the lease.
METHODOLOGY
In compiling this report. all of the unsuitability criteria were applied
to the Federal lands. If a criterion was found to be applicable. maps '
were developed to show the area involved. The mining plan was examined
to see if there would be surface effects from this operation to the arse
found to be unsuitable. If there were no surface effects for that srea,
the urea was considered suitable, Finally. after all the criteria were
examined, exceptions to the criteria were applied.
In this report, each criterion was grouped with the analysis of its
applicability, any maps developed and any app11ub1e exceptions. Final-
ly, a brief suosaary of the results of the analysis is presented.
DESCRIPTION OF THE FEDERAL LANDS INVOLVID
This unsuitability analysis and report is required as a part of the
process of review and approval of the Mt. Gunnison No. 1 mining and
reclamation plan. That plan was submitted in November 1979 to the Office
of Surface Mining (OSM) by ARCO Coal Company.' It describes a proposed
underground mining operation on Federal coal leases C-1362. C-117192 and
D-644569 and adjacent private lands.

T
