Peabody should coordinate with Yampa Valley Electric to develop <br />powerlines which will not pose electrocution potential for <br />raptors. This must be done prior to installation and not as a <br />mitigation. <br />B. The suggested document referenced in USFWS's letter dated <br />May 20, 1985 should be utilized in developing these powerlines. <br />IV. Whooping Cranes <br />Peabody needs to address the potential for disturbance of whooping <br />cranes that may be found in association with sandhill cranes. <br />V. Endangered Fish <br />Peabody has incorporated a detailed water depletion study in the permit <br />as part of their adequacy review responses. <br />VI. Migratory Bird Study <br />A. A study to determine how the birds respond to mining and <br />reclamation; which habitats are affected and to what extent. <br />B. The study is an overall study and will not single out individual <br />species,. <br />C. Further discussion is necessary. <br />VII. Big Game Road Kills <br />A. Need to develop a plan to monitor big game kills on the haul road. <br />B. If kills number greater than six (6) kills/mile/year a mitigation <br />plan will be required. <br />VIII. Post Mining Land Use <br />A. Pre-mining land use in the permit application emphasizes both <br />livestock and wildlife, however, post-mining land use, as addressed <br />in the permit, emphasizes livestock grazing. <br />B. Proposed reclamation seeding and shrub enhancement would benefit <br />both. <br />C. Possible resolution for USFWS would be to change the discussion of <br />post-mining land use to clarify the intent of reclamation seeding <br />as outlined in B above. <br />
