Hanson PLC
Kenneth J. Ludlam (TRS)- No record in AVS
Martin G. Taylor (COF)- No record in AVS
Cultural and Historic Resource Information was reviewed under Rule
2.04.4. Three separate cultural studies were conducted around
different parts of the permit area. A summary of the findings is
as follows:
Western Cultural Resources Management conducted an inventory in
1981 in Sections 8, 17, 18, 19, 20, 29 and 30 T5N R87W. Three
historic sites, one aboriginal site and four aboriginal isolated
finds were located within the indirect impact zone. No cultural
resources were located in the direct impact zone. None of the
remains located in the area mentioned above were considered
eligible to the National Register of Historic Places (NRHP). The
State Historic Society agreed with this finding.
Metcalf Archaeological Consultants Inc. conducted a study in March
1994 encompassing 1,372 additional acres including the location of
the haul road. Seven pre-historic, two historic and 9 pre-historic
isolated finds were noted. Based on this survey, sites 5RT864,
5RT865, 5RT867, 5RT869, 5RT870 and 5RT871 are prehistoric sites
that show some potential for intact buried cultural materials.
These site were all potentially eligible for the NRHP. It was
recommended that all sites should be avoided with ground disturbing
activities until further testing.
Metcalf Archaeological Consultants Inc. conducted a follow-up study
in May of 1994. The focus of the study was to conduct a Class III
inventory of a portion of a proposed haul road and locate and
evaluate five previously recorded sites mentioned above. Based on
the findings, the cultural resources evaluated were considered not
to be significant and it was recommended that they not be
considered eligible for inclusion in the NRHP. It was also
recommended that no further archaeological investigations were
necessary at the sites.
Upon approval from BLM and SHPO, it appears that none of the sites
or artifacts surveyed under the Yoast permit area are considered
eligible to be placed on the NRHP. Therefore, no mitigation and
treatment measures are required under Rule 2.05.6(4).
The following concerns should be addressed to the Operator:
3. As noted in Tab 5 page 3, BLM had some concerns regarding the
study conducted by Metcalf in March 1994 that were later
addressed in the May 1994 study. According to Seneca, the BLM
is currently evaluating this information to determine if all
archaeological concerns have been addressed. DMG must receive
a copy of the BLM and SHPO determinations prior to disturbing
the archaeological sites at the Yoast Mine. Please submit
this documentation to the Division.
