Three separate cultural studies were conducted around <br />different parts of the permit area. A summary of the findings is <br />as follows: <br />Western Cultural Resources Management conducted an inventory in <br />1981 in Sections 8, 17, 18, 19, 20, 29 and 30 T5N R87W. Three <br />historic sites, one aboriginal site and four aboriginal isolated <br />finds were located within the indirect impact zone. No cultural <br />resources were located in the direct impact zone. None of the <br />remains located in the area mentioned above were considered <br />eligible to the National Register of Historic Places (NRHP). The <br />State Historic Society agreed with this finding. <br />Metcalf Archaeological Consultants Inc. conducted a study in March <br />1994 encompassing 1,372 additional acres including the location of <br />the haul road. Seven pre-historic, two historic and 9 pre-historic <br />isolated finds were noted. Based on this survey, sites 5RT864, <br />5RT865, 5RT867, 5RT869, 5RT870 and 5RT871 are prehistoric sites <br />that show some potential for intact buried cultural materials. <br />These site were all potentially eligible for the NRHP. It was <br />recommended that all sites should be avoided with ground disturbing <br />activities until further testing. <br />Metcalf Archaeological Consultants Inc. conducted a follow-up study <br />in May of 1994. The focus of the study was to conduct a Class III <br />inventory of a portion of a proposed haul road and locate and <br />evaluate five previously recorded sites mentioned above. Based on <br />the findings, the cultural resources evaluated were considered not <br />to be significant and it was recommended that they not be <br />considered eligible for inclusion in the NRHP. It was also <br />recommended that no further archaeological investigations were <br />necessary at the sites. <br />Upon approval from BLM and SHPO, it appears that none of the sites <br />or artifacts surveyed under the Yoast permit area are considered <br />eligible to be placed on the NRHP. Therefore, no mitigation and <br />treatment measures are required under Rule 2.05.6(4). <br />The following concerns should be addressed to the Operator: <br />3. As noted in Tab 5 page 3, BLM had some concerns regarding the <br />study conducted by Metcalf in March 1994 that were later <br />addressed in the May 1994 study. According to Seneca, the BLM <br />is currently evaluating this information to determine if all <br />archaeological concerns have been addressed. DMG must receive <br />a copy of the BLM and SHPO determinations prior to disturbing <br />the archaeological sites at the Yoast Mine. Please submit <br />this documentation to the Division. <br />
