Finding of No Significant Impact <br />The technical and environmental assessment preceding the finding of No <br />Significant Impact identifies certain environmental impacts that would occur <br />from the development of the tit. Gunnison No. 1 nine onto a federal coal lease <br />of approximately 7,352 acres. The proposed expansion would, in a limited way, <br />affect the hydrologic balance and reduce wildlife habitat due to surface <br />constuction to support the underground mining operation. Impacts from _ <br />subsidence, if any, appear to be mitigatable or avoidable. Adverse impacts to <br />potential alluvial valley floors in the North Fork of the Gunnison have an <br />insignificant probability of occurrence as revealed by our technical analysis. <br />Other impacts identified by OSM and the~State of Colorado would be <br />appropriately mitigated to reduce harm to the environment by the environmental <br />protection measures specified in the mining plan. <br />Based on the evaluation of impacts given in the technical and environmental <br />assessment prepared by OStt with the assistance of the State of Colorado Mined <br />Land Reclamation Division, in the environmental analysis prepared by the <br />Bureau of Land 1lanagement, and in the lease agreement, we find that no <br />significant impacts to the human environment would result from the proposed <br />expansion.
