Shelton <br />Director <br />MEMORANDUM <br />T0: Rich Dolllingue <br />FROM: Jerry Zimpfer <br />DATE: February 18, 1982 <br />RE: Blue Ribbon Permit Application, revised January 25, 1982. <br />I have completed my review of the alluvial valley floor sections of the <br />Blue Ribbon permit application with revisions through January 25, 1982. <br />The applicant has identified 24 acres of unconsolidated streamlaid deposits <br />within the permit area. Blue Ribbon's size estimation is overly conservative. <br />Tom Gillis has planimetered the area based on information provided by U.S. Steel <br />and has found the same area to consist of two bodies of alluvium with a combined <br />area of 10 to 11 acres. Thus the area only marginally meets the OSM size <br />criteria for alluvial valley floors. Other information in the permit document <br />indicates that there is nDi~sufficient water to support agricultural activities. <br />(However, the information concerning the regional practices is extremely weak.) <br />On the basis of this information and a recent visit to the site, the Division <br />could determine that this area is not an alluvial valley floor. <br />Unfortunately the mapping of unconsolidated streamlaid deposits was limited to <br />the permit area itself in the vicinity of the surface facilities. In order <br />to complete the alluvial valley floor determination, the applicant should <br />submit a map of unconsolidated streamlaid deposits for the entire permit area <br />and adjacent areas, (I believe Roy has already requested this map.) The <br />adjacent area should begin 'z mile above the permit area and continue to the <br />North Fork of Gunnison. All deposits greater than 50 feet in width and <br />exceeding 10 acrLS in size should be identified. (A USGS 7.5 minute topographic <br />map is an acceptable base for this reconnaissance mapping.) If this mapping <br />identifies additional areas of unconsolidated streamlaid deposits, the applicant <br />should include additional discussion, on a case-by-case basis, existing or <br />historic flood irrigation the capability of flood irrigation, and the existence <br />of subirrigation. <br />Additional information on the North Fork of Gunnison would not be necessary. <br />This area has already been identified as an alluvial valley floor in the Mt. <br />Gunnison findings document. The permit application contains sufficient infor- <br />mation to show that mining would not car`~e material damage to the surface and <br />ground water that supply the alluvial valley floor. <br />Let me know if you or the applicant have any questions. <br />cc: Roy Cox <br />Ed Bischoff <br />
