Banta -3- June 3, 1982 <br />The determination that the essential hydrologic functions would be preserved <br />should be possible, provided that the supply of water to the alluvial valley <br />floor is preserved. <br />The permit application should include a plan to monitor flow in the Rapid Creek- <br />Cottonwood Creek system across the permit area. <br />Downstream water users are also protected by other sections of the regulations. <br />Regardless of the outcome of the AVF determination, the mining operations should <br />avoid depletion of surface flows.
