Shelton <br />Director <br />RE: Determination of the Presence of an Alluvial Valley Floor in the <br />Vicinity of Cottonwood and Rapid Creeks <br />I have completed reviewing the alluvial valley floor (AVF) report for Cottonwood <br />and Rapid Cz~eeks, as revised June 1, 1982. The report provided by the applicant <br />includes sorry of the Level I (reconnaissance level) information necessary for <br />the identification of alluvial valley floors. However, additional information <br />should be submitted to allow the Division to make a more precise identification <br />of alluvial valley floors and to complete the required alluvial valley floor <br />determination. The following issues should be addressed by the applicant: <br />1) The AVF study area appears insufficient to make the required determinations <br />for all arezrs in or adjacent to the permit area. The report provided concerns <br />potential alluvial valley floors in the vicinity of Cotoowood and Rapid Creeks. <br />This is only a portion of the area in or adjacent to the proposed permit area. <br />It does not include the Colorado River or other tributaries to the Colorado <br />which drain the proposed permit area. If the other tributaries contain no <br />unconsolidated streamlaid depoiits, it would be proper to exclude them, but the <br />report conterins no information to that effect. AVF information on the Colorado <br />River Valley should be provided to a point 1/2 mile below the confluence of the <br />lowest tributary draining the proposed permit area. <br />2) The report does not include a map of all unconsolidated streamlaid deposits <br />in or adjacent to the permit area. Plate 1 shows several terrace deposits <br />(A, B, C and D) and a narrow band of streamlaid deposits located along Rapid Creek. <br />The report does not include mapping of unconsolidated streamlaid deposits located <br />along the Colorado River, and apparently does not include all terrace deposits <br />located along Rapid Creek or the Colorado River. (The definition of unconsolidated <br />streamlaid deposits includes both floodplain and terrace deposits.) A map should <br />be prepared to identify all unconsolidated streamlaid deposits in or adjacent to <br />the permit area. (As an option, the Division could map the extent of uncon- <br />solidated streamlaid deposits through field inspection and the use of our air <br />photography..) <br />
