Altavilla
Engineering Manager
Seneca Coal Company
P.O. Drawer D
Hayden, CO 81639
RE: Yoast Mine (C-94-082)
Permit Application
Dear Mr. Altavilla,
~`fC

STATE OF COLORADO
II~~~
DEPARTMENT OF
NATURAL
- RESOURCES
Roy Romer
Governor
dames 5 Lochhead
Enec W rve Duenor
M¢hael B Long
Dwision Direaur
The Division has responded to the majority of remaining concerns of the Yoast Mine
application. The items below should be addressed by Seneca Coal Company prior to the
decision due date of Lune 19, 1995. Please note that the Division is currently reviewing
questions #53 and #59, and hopes to get you a response by next week.
Tab 7
18. Seneca's explanation of how the potentiometric contours were derived is adequate.
With regard to Rule 2.04.7(1)(a)(i), Seneca has minimally addressed this comment
by stating that the Trout Creek Sandstone is the only unit in the permit area that can
be considered an aquifer and that it is regional in extent. Seneca does not appear
to have addressed the Twentymile Sandstone aquifer in the proposed mining area.
If Seneca is proposing that the Twentymile Sandstone is not an aquifer in the area
of the proposed mine, then information should be submitted to support that. This
is where a more specific identification of geologic units monitored at the Yoast Mine
and how these units compare stratigraphically with regional stratigraphy and aquifers
would be beneficial to the Division's review of the permit application package.
20. See comment #18.
Tab 16
53. CDMG is still reviewing
