SHELTON Director <br />MEMORANDUM <br />3 December 1982 <br />T0: Jim Herron <br />FROM: Jim Pendleton ~! ,,i..-~ <br />RE: SENECA II-WEST.Permi Application Completeness Review <br />c <br />Pursuant to your request, I have completed a review of the following <br />geotechnical portions of the application: <br />Rule Topic <br />2.05.3(3)(c) Roads (Stability Aspects) <br />2.05.3(6) Overburden Handling <br />2.05.3(6)(a) Blasting Plan <br />2.05.3(6)(b) Excess Spoil Disposal <br />2.05.3(8) Coal Processing Waste Disposal <br />2.05.4(2)(c) Reclamation Plan - Backfilling & Grading Plan <br />2.06.7 Special Categories - Variance from Contemporaneous <br />Reclamation <br />4.03 Roads (Stability Aspects) <br />4.08 Explosives <br />4.13 Contemporaneous Reclamation <br />4.14 Backfilling & Grading <br />My review has determined one incomplete geotechnical application response: <br />Rule 2.05.4(2)(c) - Reclamation Plan - Backfilling & Grading Plan <br />The applicant porposes to deposit the spoil from the 1983 box cut "along side <br />of the cut". The cross-sections (EXHIBITS 12-5R1 and 12-5R2) and the Postmining <br />Topography Map {EXHIBIT 13-2), clearly depict the permanent deposition of the <br />box cut spoils outside the mined pit boundaries. These same EXHIBITS depict <br />a deficit of material at the southern terminous of the northern resource area, <br />resulting in a lowered postmining topography and steeper transitional slopes. <br />The application also demonstrates that the bulking factor averages 0.92, which <br />projects no excess spoil generation. <br />In order to comply with the requirements of Rule 4.14.1(2)(d), refered to by <br />Rule 2.05.4(2)(c), the applicant must demonstrate "that such material is not <br />required to achieve the approximate original contour of the area..." <br />J <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
