Tate Senior Engineer Western Associated Coal Corporation 410 Seventeenth Street, ~~2300 Denver, Colorado 80202 RE: Blue Ribbon Mine - Status of Technical Revision Our File ~kC-047-81 Dear Mr. Tate: The Division has reviewed and hereby approves a technical revi- sion to Western Associated Coal's approved plan under the Colorado permanent regulatory program that will provide the Blue Ribbon Mine with an additional three-month supply of coal which should be sufficient to allow operations to continue until the permanent program review of the application has been completed. As you know, the Blue Ribbon mine was granted a similar technical revi- sion on July 28, 1981; however, this existing revision approval expires on October 31, 1981 and the review of the Blue Ribbon permit application cannot be completed by that time. As such, this additional revision is necessary. The areas approved for extraction are limited to the shaded areas shown on revised Exhibit "C", Preliminary Mine Layout Map, which was submitted as part of the technical revision request on Octob- er 9, 1981. However, no pillar removal (within the shaded area) will be permitted until W.A.C. has either complied with the condi- tions of stipulation No. 5 attached to'the O.S.M. approval of the Minor Modification to the Coal Mining and Reclamation Plan for United States Steel Corporation's Somerset Mine, or an agreement with the O.S.M. to modify the terms of the stipulation which will allow pillar removal without having first installed an approved subsidence monitoring network above the area of the underground workings. In addition, no pillar removal will be permitted within Che shaded area unless W.A.C. has received from the Division a written determination that no structures and renewable resource lands exist within the proposed permit and adjacent areas. O.S.M. has indicated thaC a separate approval of this Technical Revision will not be required from their office as they are currently October 15, 1981
