Looking at what grows In the area, what grasses, forbs,
shrubs and trees, is the first step towards developing a balanced
seed mixture. For further discussion of be9etation baseline re-
quirements sea Exhibit J.
(iv) Retopsolled areas shoulA be fertillzeA according to need
determined by soil tests Immediately prior to seeding and as approved
by the Board
{v) A mulcing plan should be specified which wll{ state type and
amount of mulch to b? used. For further detail on revegetatlon per-
i formance standards, refer to Rule 6-5 of the Colorado Regulations and
30 CFR 715.20 of the federal Interim regulations.
Water considerations will be addressed 1n Exhibit G and wildlife con-
siderations will be discussed In Exhlblt M. Post-mining land use will
be discussed In [he section o6 compliance with OSM interim regulations
under 30 CFR 715.13, Oeber comments on reclamation performance standards
will also be addressed under the section on cpmpliance with 30 CFR REgu-
latlons.
t
V Exhlblt F - Reclamation Plen Mpps
The reclamation maps are deficient for the following reasons:
1. No legends Iden[Ifying surface features and boundary lines In
Exhibits F-1 or F-2.
2. There is no stela on exhibit F-1 for distance measurement
3'. The g0 foot contour intervals era too large. Ten foot contour
Intervals are preferedd
4. There is no horizontal scale on exhibit F-2-A.
VL Exhtbir G - Water Information
The water lnformetlon presented in this exhibit is defittent for the
following reasons:
i. There Is no discussion of ground water hydrology. Little
eonslderation hat~ebeen given to subsurface flows, and aquifers, the
quality of ground water, quantity of ground water If known, and Its
relationship to surface haters and ming and reclamation activities.
On example that suggests more Iformatlon is needed comes from the
'xater sample analysts from the seepage at the bottom of "D'' seam.
Based on the Information given about thlsseeepage, Cher are questions
raised about the water's quality. This may have a direct bearing on how
'mining and reclamation plans should be Implemented. There Is now dis-
cussion of the well shown on Hap C-4 located within the permt~ boundaries.
Who uses the water from this well and how deep Is this we117
2. Surface water tnformatlon needs to be expanded. The nature of
flows and quality of water In Stollsteimer Creek needs to be addressed.
Containment of overland flow from mining areas needs more detailed
consldaration.
3• Given this lack of hydrolgical baseline date, there Is no way >
to determine If disturbances to the prevailing hydrologic balance of the
affected landsand the surrounding area related to quality and quantity
of water in surface and groundwater systems both during and after mining
operations and during reclamation will be minized by following the
pr
