Cox ~"' <br />RE: Completeness Review for Storm King Mines', Coal Ridge #1 Mine, <br />File No. C-084-065 <br />The geology, ground water hydrology, and alluvial valley floor sections in the <br />Coal Ridge #1 Mine permit application are complete 1n that they minimally <br />address the informational requirements. The application, however, lacks <br />substance such as complete designs for facilities, calculations, detailed <br />analyses, and detailed assessments of mining impacts. This lack of substance <br />results in mayor inadequacies throughout the permit application. Some of <br />these Inadequacies I have identified during th15 preliminary review follow. <br />Geoloav - Rules 2.04.5 and 2.04.7 <br />Core holes used for the chemical analyses are not identified on the laboratory <br />analyses sheet in Appendix 3.3-1 and are not located on the geologic map. <br />A detailed geologic map and cross-sections are needed for the mine's surface <br />facilities, rail line, loadout, and refuse disposal area. Detailed <br />descriptions are also needed for the surficlal deposits in these areas. <br />Hydrology Description: Ground Water - Rules 2.04.5 and 2.04.7(1) <br />The baseline hydrology is inadequate for the streams, springs, irrigation <br />ditches, colluvlal aquifers and alluvial aquifers within the surface <br />facilities area, loadout, rail line, and the coal-processing waste disposal <br />site. Full baseline collection should continue until a year's data has been <br />collected. The applicant should then plot and analyze the baseline data and <br />should describe the seasonal fluctuations to the water qualities and <br />quantities of both surface and ground waters. <br />Protection of the Hydrologic Balance: Ground Water - Rule 2.05.6(3) <br />The permit application should contain detailed analyses of the hydrologic <br />impacts of the coal processing waste disposal pile, coal preparation plant <br />water handling facilities for the mine, slurry pipeline, interim loadout <br />facilities 1n Glenwood Springs, mine site rail loadout, rail line, disposal <br />areas for waste rock from mine development, open coal stockpiles, and mining <br />on recharge areas of the coals and overlying aquifer.
