<br />J.E. Stover 6 Associates -20- May 31, 1996 <br />Bowie No. 2 Mine <br />64. The Division is requesting that BRL review the topsoil <br />salvage plan and determine if it follows the recommended <br />salvage plan in the soils report and in section 2.04.9 <br />(Soils Resource Information). The topsoil salvage plan <br />should follow the recommendations of the report with the <br />exception that C horizon material may be suitable for use as <br />cover on the refuse pile. <br />Also on page 2.05-33 there is reference to 3 topsoil stockpiles <br />on map 15-1; however, review of this map indicates that there are <br />four topsoil stockpiles (one is located near the gob pile and is <br />not marked). <br />65. BRL should identify this topsoil stockpile as # 4 and <br />include it in the discussion of topsoil stockpiles. In <br />addition, has this stockpile volume been included in the <br />overall topsoil salvage volume. Please review and update <br />this section accordingly. <br />66. Please provide a map that shows the full extent of the <br />coverfill stockpile. Map no. 15-1, Mine Facilities, shows <br />only a portion of that stockpile. <br />2.05.3(6) Overburden (Including Blasting) <br />67. On page 2.05.40, under section 2.05.3(6)(a)(v), BRL States; <br />"Since this surface blasting plan is applicable to surface <br />blasting activities incident to underground mining <br />activities, the written notification will only be given to <br />all residents or owners of dwellings or other structures <br />located within one-half mile of the blast site." BRL has <br />projected that blasting will only be required at sites high <br />on the haul road and upper bench facilities. BRL should be <br />aware that if they are incorrect in this assumption, they <br />could be delayed thirty (30) days while completing <br />notification of any residents unexpectedly within one half <br />mile of a blast required lower on the permit area. BRL <br />might consider notifying additional residents and owners in <br />order to avoid this possible delay. <br />2.05.3(7) Coal Handling Structures <br />68. Comments included above under section 2.05.3(2) pertain to <br />the potential exposure of the proposed coal handling <br />structures to impacts from the geological hazards identified <br />on the permit area. <br />2.05.3(8) Coal Mine Waste and Non-Coal Processing Waste <br />
