<br />-ZS- <br />The primary items which must be addressed are: a) the Florence City water <br />line, b) the Magpie Creek divez-sion, c) wells in the permit and adjacent area, <br />and d) Dorchester's water control system. <br />Due to the complicated nature of Dorchester's water control system, a <br />worst-case assessment of the probable hydrologic consequences may be more appro- <br />priate. The analysis must include a detailed description of the following: <br />1. quantity and quality of all inflows into the system, i.e., we1Is, <br />storm events, mine water,. <br />2. maximum flow between points in the system, <br />3. points of possible discharge, and <br />4. the quality and quantity of water to be discharged. <br />4.04 Support Facilities <br />Information about the support facilities presented in the permit application, <br />Attachment V, and in the adequacy response in "Railroad Loadout 2" is inadequate <br />to assess compliance with the Regulations. Support Facilities information must <br />address each section of the Regulations relating to the permit area, as noted <br />below. It has been assumed for this review that the proposed loadout is comprised <br />of the existing loadout and Tract A as presented in the adequacy response. <br />1. For the Lands identified as Tract A, Legal right to enter must be <br />substantiated. The statement contained in Exhibit F refers to a lease, <br />Attachment A. There was no Attachment A. Therefore, the specific lands <br />to which this Lease applies could not be identified. (Rule 2.03.6.) <br />2. The applicant should describe the relation of the area to be <br />permitted to areas designated unsuitable for coal mining operations. <br />(Rule 2.07.6(2) <br />i <br />3. Various maps within the permit application show the permit boundaries <br />in different locations. Also the referenced Figure 1 in Exhibit D <br />shows the Tract A permit boundary to be approximately 30' from the rai~- <br />road tracks. If this is so, no coal mining activities can take place <br />within 30' of the tracks. <br />4. The county special use permit only applies to the existing permit <br />area in Section 28. Does Dorchester have a county special use permit <br />for the loadout? If so, it must be identified in accordance with Rule <br />(2.03.10). , <br />5. It appears that~the description of the existing environment on pane <br />1 of Exhibit Cis only for the existing loadout. The description should <br />be for the entire area to be permitted. <br />6. Land use, as per Rule (2.09.3), must be provided. If the area has <br />ever been used for cropland or pastureland, the boundaries should be <br />accurately shown. <br />
