Explosives - Rules 2.05.3(b) and 4.08 <br /> <br />The section on use of explosives in Section 4 of Volume I of the permit <br />application was reviewed for compliance. <br />The applicant proposes to conduct limited blasting operations during <br />construction of the the portal face-up, site preparation for the facilities, <br />at the borrow area for construction of the coal processing waste embankment <br />and along the rail spur and haul road. <br />The applicant submitted a general blasting plan which lacks sufficient detail <br />for approval. The following information is necessary before the Division can <br />approve any biasing: <br />Requirement No. 8 <br />THE APPLICANT MUST SUBMIT A DETAILED BLASTING PLAN TO THE DIVISION AND <br />OBTAIN DIVISION APPROVAL IN WRITING. THE DETAILED BLASTING PLAN MUST <br />CONTAIN, BUT NOT BE LIMITED T0: <br />1) A PROPOSED BLASTING SCHEDULE PUBLICATION. <br />2) AN INVENTORY OF ALL STRUCTURES WITHIN ONE-HALF MILE OF THE PROPOSED <br />BLASTING AREA. <br />3) A COPY OF THE PROPOSED BLASTING RECORDS SHEET. <br />4) A DETAILED DESCRIPTION OF THE BLASTING PATTERN, CHARGE AND PACKING <br />OF HOLES, TYPE OF FUSES AND DETONATION, AND SEQUENCE AND TIMING OF <br />FIRING. <br />In addition, in order to aid the Division in tracking commitment in the <br />permit, the following stipulation is necessary: <br />Stipulation No. 8 <br />PRIOR TO CONDUCTING ANY BLASTING OPERATIONS, THE PERMITTEE WILL CONDUCT <br />THE NECESSARY PRE-BLASTING SURVEYS AS PRESENTED ON PAGES 4-63 AND 4-63a <br />OF VOLUME I OF THE APPROVED PERMIT APPLICATION. <br />
