Introduction <br />This document is the partial approval package prepared by the Colorado Mined <br />Land Reclamation Division (the Division) for the Mt. Harris Coal Company. <br />This document includes: 1) the proposed decision to partially approve the <br />permit application; 2) a summary which includes a history of the review of the <br />permit application, a description of the environment affected by the operation <br />and a description of the reclamation plan; and 3) the written findings of <br />compliance the Division has made as required by the Colorado Surface Coal <br />Mining and Reclamation Act. Detailed information about the review process can <br />be found in the Act and the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining. All Rules referenced in this document are contained <br />within the Regulations. Detailed information about the proposed mining and <br />reclamation operations can be found in the permit application on file <br />(C-070-85) in the public record maintained by the Division, and at the Routt <br />County Clerk and Recorders Office in Steamboat Springs, Colorado. <br />
