<br />-19- <br />that it is important to carefully control surface drainage <br />within the vicinity of the modified highwall and spoils <br />slopes. The applicant has not provided sufficient detailed <br />information regarding the surface drainage above the modified <br />highwall. The applicant should provide additional detail to <br />assure that the highwall area will be properly drained in order <br />to avoid infiltration of surface water which could affect the <br />stability of the final highwall. <br />4. Since the applicant's consultant protects the occurrence <br />of shallow elope failures on the modified spoil slope at the <br />steeper configurations proposed for the temporary protect, the <br />applicant should provide deflector structures to protect the <br />portals from damage in the event a failure occurs (see page 26 <br />of Exhibit B). <br />XIX. Maoa and Plans (2.10) <br />1. The application states on page 2.10-1 that all maps are <br />at a scale of 1:6,000 or larger. However, it is evident that <br />three maps (Numbers 1, 2, and 6) are at a scale smaller than <br />allowed without Division approval in accordance with Rule <br />2.10.1(1). Map 14 is at a scale which exceeds 1:24,000 allowed <br />by Rule 2.10.1(2). The applicant should discuss and/or correct <br />these discrepancies. <br />2. The applicant should include an indication on Map 6 of <br />areas mined after 12/15/80 and prior to the date of this <br />revision application in accordance with Rule 2.10.2(4). <br />3. The applicant should show the location on a map of all <br />buildings on or within 1000 feet of the proposed permit area, <br />with identification of the current use of the building in <br />accordance with Rule 2.10.3(1)(d). <br />4. The applicant should also locate on a map any surface and <br />subsurface man-made features within, passing through, or <br />passing over the proposed permit area, such as electric <br />transmission lines and pipelines Sn acordance with Rule <br />2.10.3(1)(e). <br />5. Compliance with Rules 2.10.3(1)(q) and (h) cannot be <br />determined until the Division has reviewed the results from the <br />cultural and historic resources study. <br /> <br />
