Dept. of Natural Resources <br />Colorado Springs, Colorado 80901 <br />RE: Chimney Rock Coal Permit C-11,240 - Modification <br />Dear Mr. Orell: <br />In accordance with our telephone conversation last week, I am writing to <br />brief you of the following: <br />Our modeling of the permit as submitted (haul roads controlled <br />by watering) shows that the ambient air quality standards will. <br />be exceeded by 40 ug/m3. Additional studies based upon using <br />chemical adhesives on the haul roads to control emissions re- <br />sults in an impact of 140 ug/m3. These values are to be com- <br />_ pared to the 24-hour particulate standard (150 ug/m3) assuming <br />the background concentration to be 75 ug/m3. <br />An extensive evaluation of the operations to be covered by the permit <br />suggest that chemical control of the haul roads would be the most efficient <br />and cost effective method to keep concentration levels below the standard. <br />We would, therefore, like to include haul road stabilization by chemicals <br />as a condition to be observed on the permit. This, of course, would be con- <br />tingent upon your approval and would become part of your control plan to <br />reduce emissions. <br />Enclosed are some figures on the costs and coverages of various chemical <br />stabilizers to help you with your decision concerning controls. <br />Please let me know if this meets with your approval so I can conclude the <br />processing of this permit.
