Mine No. 1; Routt County <br />Our File ~~ 78-45 <br />Dear Mr. Raye: <br />I want to thank you once again for taking the time to come down to our <br />office to discuss the current status of Rockcastle's application. As we <br />discussed at our meeting yesterday, the application is basically quite <br />well-prepared, but there are several questions and comments you will be <br />required to address before the application can be considered by the <br />Mined Land Reclamation Board. The points are as follows: <br />1) Approval from Routt County has not yet been received. <br />2) You must submit proof of publication and proof of notification by <br />certified mail to the surface and adjacent landowners. <br />3) Mining plan - Although your map and timetable are well-coordinated <br />you need to explain the sequence of operations in the narrative as <br />well, referencing the map and timetable whenever pertinent. You <br />should also give a more specific description of the entire mining <br />process, starting with a discussion of what surface facilities will <br />be constructed and utilized during the life of the mine, stating the <br />average depth of topsoil to be removed (or specifying that you will <br />remove the entire "A Horizon" or all available topsoil as described <br />in the Soils Exhibit), outlining the sequence of mining operations <br />at each of thr four sites, explaining how the coal will be handled <br />and transported, and finally, discussing in more detail your plans <br />for diversion ditches and sediment ponds to prevent disturbance to <br />the hydrologic balance of the area. If you can outline specific <br />plans for the location and construction of the diversion ditches <br />and sediment ponds, I would urge you to include them in both the <br />ldcoot' dt ElariA.itlaeion and on hho maps. You ~hduld also Bi~ed~/ <br />the measures you will be caking to abate duet pollution generated <br />by the operation. Your plan also does not discuss how many seams <br />of coal will be mined at each site or how deep the overburden <br />and interburden layers are.
