-3- <br />Cultural and Historic Resources -Rule 2.04.4 <br />1. The applicant should submit copies of the Nickens and Associates (1980, <br />1983), and Gibbs and Hill (1983) cultural resources surveys reports cited <br />under section 3.2 of the application to the Division for review. <br />2. Information on the proposed mining operation has been forwarded to the <br />State Historic Preservation Office for their comments. When comments have <br />been received from the SHPO the applicant will be advised. <br />Vegetation Information -Rule 2.04.10 <br />1. As noted in my completeness review, Jim, the applicant needs to provide <br />information on the total acreages of communities disturbed, revise the <br />vegetation map, discuss the use of revegetation success standards, discuss the <br />double sampling methodology, justify the shrub density methodology, and <br />reevaluate the statistical measures using a two-tailed t test. To date we <br />have not received further information regarding these comments. <br />Reclamation Plan - Rule 2.05.4, 4.13, 4.14, 4.15 <br />1. The applicant needs to provide more detailed cost estimates for the <br />worst case situation of reclamation during the proposed 5 year permit term. <br />These costs estimates should include volumes of material to be removed and <br />replaced, equipment proposed to be used, supporting assumptions and <br />calculations, and citations for references used. <br />2. The applicant shall provide the Division with a post-mining topographic <br />map indicating the proposed topography of all areas proposed to be disturbed <br />and subsequently reclaimed. This map shall have contour intervals no greater <br />than 5 feet. The applicant shall also submit typical cross-sections through <br />all areas which have been reclaimed. Furthermore, the applicant shall submit <br />a discussion and justification for all proposed post-mining topography and <br />demonstrate to the Division's satisfaction that the proposed topography meets <br />the requirements of approximate original contour. The applicant should <br />provide a table and/or accompanying map which visually demonstrates placement <br />and stockpiling of fill material and topsoil. The table should contain <br />volumes of topsoil salvaged, their location, and proposed site of replacement <br />with accompanying volumes to be replaced at each site. <br />3. The applicant has provided a sketchy description of the <br />post-construction revegetation program. The post construction revegetation <br />plan must be fully addressed including a description of the times for <br />revegetation, giving specific dates, a revised seed mix to be submitted and <br />approved by the Division after a further evaluation of the baseline vegetation <br />inventory, an increase in the rate of mulch application to 4,000 lbs per acre, <br />a discussion of any irrigation and/or pest and disease control measures to be <br />used, and a discussion of fertilization measures to be undertaken. <br />
