Savage ~s4~/~ls/.-- <br />Storm King Mines Coal Ridge No. 1 Mine Permit Application Adequacy <br />Review Comments - File No. C-84-065 <br />I have reviewed the Coal Ridge No. 1 permit application for compliance with <br />the Act and Rules and Regulations for the following sections: 2.03 Legal, <br />Financial, and Compliance Information; 2.04.4 Cultural and Historic Resources; <br />2.04.10 Vegetation Information; 2.05.4 Reclamation Plan; 4.13 Contemporaneous <br />Reclamation; 4.14 Backfilling and Grading; and 4.15 Revegetation. I have the <br />following comments and concerns which should be addressed by the applicant <br />during the course of permit application review. <br />Legal, Financial and Compliance Information -Rule 2.03 <br />1. The applicant should compile a list of all names of persons and/or <br />organizations which collected and analyzed technical data. Additionally the <br />dates of collection and analyses and descriptions of the methodologies used to <br />collect and analyze the data should be provided. The applicant should also <br />compile a list of persons and their addresses and positions of each private or <br />academic research organization or governmental agency consulted in obtaining <br />information on land uses, soils, geology, vegetation, fish and wildlife, water <br />quantity and quality, air quality, and archeological cultural and historic <br />resources. <br />2. The applicant has provided a list of legal owners of record of the coal <br />to be mined, however, these owners of record have not been designated on an <br />appropriate subsurface ownership map. The applicant should submit such a map <br />to the Division. <br />3. The applicant should clarify whether applicant, partner, principle <br />shareholder or Storm King Mines has operated any surface coal mining operation <br />in the United States subsequent to 1970. The applicant should also state <br />whether Storm King Mines or any of the partners, shareholders, or applicants <br />have any permit applications pending for any surface coal mining operation in <br />the United States other than Coal Ridge No. 1.
