DEVT. OF NATURAL 0.ESOURCES
This letter serves to approve a mining and reclamation plan for underground
mining of the E-seam of Federal Coal Lease C-033301 by Sunflower Energy
Corporation (SEC), a general partner of Blue Ribbon Limited Partnership. This
plan has been considered as a minor modification to United States Steel
Corporation's approved mining and reclamation plan for the Somerset Mine. By
sublease agreement, the E-seam of this lease was conveyed to SEC, and thus SEC
has been designated as the operator. The plan includes the mining of
approximately 85 acres in Section 35, T. 12 S., R. 91 W.
This approval is subject to six stipulations (see Attachment). These
stipulations must be accepted in writing by SEC prior to the co mmenceinen[ of
any ope[ations in relation [o Federal Coal Lease C-033301.
Concurrence with respect [o this approval has been obtained from [he U.S.
Forest Service, the U.S. Geological Survey, the Bureau of Land Management, and
the Colorado Mined Land Reclamation Division.
I would like [o emphasize that this approval provides for no additional surface
disturbance (except for mitigation of identified cultural resources,
implementation of a subsidence monitoring network, and necessary hydrologic
monitoring). I should also note that mY staff has reviewed rile current bonding
amount and has identified some discrepancies. My staff will discuss the
bonding estimate with the staff of the Colorado Mined Land Reclamation Division
in the course of the review of the mine plan submission under [he approved
Stale Program. We will advise you as to the outcome of this bonding review.
_k
• III IIIIII'IIIIII'll
United States Department of the Interior
OFFICE OF SURFACE MINING
Reclamation and Enforcement
BROOKS TOWERS
1020 ISTH STREET
DENVER,COLOKADO 80202
