Shelton <br />Director <br />T0: Susan <br />FROM: Carol <br />MEMORANDUM <br />RE: H.G. revegetation plan and bond release criteria <br />DATE: February 11, 1981 <br />iii iiiiiiiiniu iii <br />999 <br />Wendell Hassell from the SCS was in today to discuss the possibility of <br />installing some test plots at the northern end of H.G.'s overburden dump <br />(the area shown as 1980 reclamation on Exhibit W). I like his plan, and <br />encourage this approach, but told him that since the test plots are long term <br />and probably permanent, they must be integrated into the reclamation plan, and <br />included in the sampling when the permit area is evaluated for bond release. <br />Therefore: <br />1. Acreage to be planted to shrubs must be determined and specified by <br />the Company for the entire permit area (preferably mapped). Wildlife <br />concerns should be part of the basis for this number. The small acreage to be <br />planted to shrubs in the test plot area can be offset by planting more shrubs <br />in the remainder of the area. <br />2. A shrub density standard must be set by the Company and ourselves. <br />For bond release, this will be applied to all shrub areas, over the entire <br />permit area. (One average measurement) <br />3. Herbaceous cover and production standards must also be set, again <br />these will be compared with herbaceous cover and production on the reclaimed <br />area, based on sampling the entire reclaimed area (although we m~ want <br />to set a separate standard for the shrub areas.) <br />Reseeding, etc. of portions of the test plot area is permissable within <br />the first five years of the liability period without affecting bonding. <br />The results of the test plot program will be used in the future to modify <br />the reclamation plan. <br />
