Flzecerces <br />Re: Chimney Rock Coal - December 16 Inspection <br />File # C-023-B1 <br />Dear Mike: <br />As you are no doubt aware, the changes to the powder magazine <br />area, as described in my letter of November 24, 1981, have <br />been implemented. Apparently, mine personnel were under the <br />impression that simply notifying the Division about the <br />changes was sufficient. <br />In particular, 4.03 Roads, in the September 3, 1981 <br />inspection report indicates any new plans at the site of the <br />powder magazine area should be sent to the Division. <br />Therefore, construction proceeded on that basis. Further, <br />during our December 1, 1981 telephone conversation, I was <br />informed that oral approval for the changes would be provided <br />on December 11, 1981. Consequently, I informed mine <br />personnel of such. As you are aware, no such approval was <br />provided. However, this compounded the problem in that the <br />pad was completed hastily in order to provide for <br />installation of the silo and magazines which were already on <br />site. <br />Further, you are also no doubt aware, after having inspected <br />the site, construction activities proceeded with concern for <br />the environment and in accordance with the requirements of <br />the regulations.
