Page 35 of the report states that flow from the springs <br />inventoried varied from less than 0.02 gallons per minute to 2.5 <br />gallons per minute. Table 2.04.7-14A, however, indicates that at least <br />12 springs were discharging more than 3 gallons per minute during <br />periods of base flow (November, 1984). The applicant should clarify <br />this discrepancy. <br />(J ). To adequately characterize the hydrologic regime at and near <br />the proposed mine site, the applicant should sample springs which <br />flowed more than 3.5 gallons/minute in November, 1984 (as identified in <br />Table 2.04.7-14A) for the parameters listed in "Appendix B 1984 Ground <br />Water Quality Data". Discharge measurements should be made at the time <br />of water quality sampling. The water quality sampling and discharge <br />measurements should occur during periods of base-flow (late September <br />through October). <br />3. Surface Water Information 2.04.7(2) <br />(A). A surface water monitoring program was defined and conducted <br />during 1984 to provide for deficiencies not addressed in the original <br />application. Three elements comprised the program: 1. monthly field <br />sampling; 2. water quality sampling; and, 3, flood flow monitoring. <br />Stations were selected on the affected drainages within the permit <br />area. Each of these three components of the program are addressed <br />individually. <br />Field S~am~ling. Monitoring of flow, temperature, pH and <br />con uc~vity was performed between March and November of 1984. <br />Although one year of monitoring was planned, only nine (9) months <br />of data were collected. Precipitation data in Table 2.04.7-5A <br />indicate that a considerable amount of annual precipitation occurs <br />during the winter. It is uncertain whether individual snowmelt <br />runoff events in the winter contribute significant amounts to <br />annual streamflow at the elevation of the mine site. In order to <br />describe seasonal variations as defined in 2.04.7(2), additional <br />monitoring during the missing period of record is required. <br />ii. Water Quality Sampling. Three seasonal flow conditions were <br />ide~fre or samp ing constituent concentrations. The data <br />submitted are adequate for these purposes. However, very limited <br />interpretation of the data is provided. The application needs to <br />discuss the significance of the water quality data collected. In <br />particular, the following three items need to be discussed in the <br />narrative: <br />The source for the relatively high concentrations of iron and <br />boron in baseline data should be identified if possible; <br />Relationships between concentration and flow or season should <br />be discussed; and, <br />
