Snowmass needs to provide the Division with tree densities for the mountain <br />shrubland (dry phase) affected area and reference area in order to evaluate <br />comparability of woody plant desities. <br />Loadout <br />1. None of the figures listed in the Appendix H or 2-H are present. Snowmass <br />should provide these. <br />2. The mean shrub density for the Pinyon-Juniper !Joodland reference area is <br />much less than that of the affected area. Snoo-,mass needs to address this <br />difference. <br />3. llhat are the species which are present in the affected area for Pinyon- <br />Juniper lJoodland which are not present in the reference area? <br />2.05.4(e) Revegetation Plan <br />1. Is the "trial basis" Snowmass refers to under the revegetation plan to be <br />construed to mean field trials as defined in Rule 4.15.6? Snowmass needs to <br />clarify this point. <br />2. In Tables 4.4.2-3 and 4.4.2-4 Snowmass has summarized different treatments <br />utilized in reestablishing vegetation at the mine but has provided no data by <br />which to evaluate the success of these treatments. If the Division is to <br />utilize this as either evidence for reclaimability of the mine site or as <br />field trial designs, additional information relative to the success of each <br />treatment needs to be provided. <br />3. Snowmass must commit to seed mixes for final reclamation at this time. <br />Should circumstances warrant chapping seed mixtures or techniques or rates of <br />application, the operator will need to seek Division approval as those <br />situations arise. <br />4. Snowmass needs to address proposed mulching techniques and mulching media <br />in their revegetation plan. <br />5. Snowmass needs to address the utilization of irrigation, or appropriate <br />pest and disease control measures in their revegetation plan for the Loadout. <br />6. Snowmass must address measures and methods which will be utilized to determine <br />the success of revegetation in accordance with 4.15.7. <br />7. Snowmass needs to provide a soil testing plan for evaluation of the results <br />of topsoil handling and reclamation procedures related to the standards of 4.06. <br />
