Fuhermore, the applicant h• not included yearly <br />topsoil removal and replacement limits and volumes with- <br />in the permit application or Addenda I and II. As a <br />result it could not be verified that sufficient volumes <br />of topsoil material will be available to achieve the <br />reclamation schedule given on Table 1 of Addendum II. <br />Using the soils maps(Figures lE and 2E of Appendix E of <br />the permit application) included in the April, 1981 <br />application and the mining and reclamation areas given <br />on Table 1 of Addendum II, the regulatory authorities <br />could roughly calculate yearly topsoil removal and <br />replacement. However, it is the responsibility of the <br />applicant to demonstrate that mining and reclamation <br />operations can be successfully accomplished. <br />4. Cessation of Operations. <br /> Based on the volumes of void and available bac kfill <br /> material by year as shown on Table 2 of Addendum II, <br /> cessation of operations in 1981 through 1984 will leave <br /> large depressions within the proposed mining area. The <br />~~ <br />applicant has not adequately addressed how these <br />large <br /> depressions will be reclaimed. The impacts on the <br />~ hydrologic balance, land use and the probable succe ss of <br />~ <br /> revegetation that would result from leaving these <br /> depressions, assuming mining is stopped prior to 1984, <br /> have also not been addressed. <br />5. Bonding. <br />The applicant has not demonstrated that all phases of <br />mining and reclamation have been adequately bonded. The <br />problems with the reclamation shhedule and not including <br />topsoil volumes or the depressions in the bonding calcu- <br />lations given in Addendum II indicate that the bond <br />amounts shown in Addendum [I have not been correctly <br />calculated (see the Backfilling and Grading and Bonding <br />portions of Section III of this TEA). <br />-62- <br />
