The applicant must provide an acceptable plan for moni- <br />toying overburden quality as mining progresses. The appli- <br />~ cant must commit to promptly notifying the regulatory auth- <br />~ orities if poor quality overburden is encountered. In addi- <br />tion, the applicant must commit to providing to the regula- <br />tory authorities an acceptable plan for ensuring that post- <br />mining overburden quality will be comparable to premining <br />_h overburden quality to at least the average rooting depth <br />_h (five feet) below ground level within 30 days of encounter- <br />ing poor quality overburden. <br />It should be noted that the applicant's proposed mining and <br />backfilling and grading plan has the potential for improving <br />overburden quality in the Phase VI-Pit 2 area even if it might <br />degrade overburden quality in the Phase V-Pit 1 area. In all <br />likelihood overburden quality will improve to at least some <br />extent northward along the flank of the McCallum Anticline. It <br />is possible that additional overburden sampling could show that <br />hole LM2C-5 is characteristic of lower quality than much of the <br />overburden within Pit 2. Therefore, the material used to back- <br />fill Phase VI will probably be of better quality than the materi- <br />al removed from Phase VI. It should also be noted that by delay- <br />ing the reclamation of Phase VI for an additional six months, to <br />mid 1983 (see Table 2 of Addendum II of the permit application), <br />the top few-feet of Phases VI and VII of Pit 2 could be back- <br />filled with acceptable material from Phase VIII. This procedure <br />.\ will increase the amount of area disturbed at this time which <br />could potentially increase the necessary bond amount and will <br />also increase haul distances for part of Phase VIII, therefore <br />increasing costs again. The procedure proposed above will, how- <br />ever, improve the growth medium to a depth of several feet as <br />compared to the applicant's proposal and will help increase the <br />chances for successful revegetation and final bond release. <br />-52- <br />
